This tutorial was made in Photoshop. Not translatable because of some Selective Colouring..

2. Duplicate base > Filter > Blur > Gaussian Blur:
Radius : 5.0 pixels
Set this layer to Screen 70%

^wahh.. it's just too bright!! Buh we'll fix that in a min!^
3. New Adjustment Layer > Selective Color:
Reds; +100, -50, -12, -74
Yellows; +100, +40, -100, +82
Blues; +100, +100, +100, -100
Neutrals; +66, -10, -21, +10
Blacks; 0, 0, 0, +96

4. New Adjustment Layer > Selective Color:
Reds; 0, -50, 0, 0
Yellows; 0, -50, +100, 0
Greens; 0, -50, 0, 0
Cyans; 0, 0, +20, 0
Magentas; 0, -100, 0, 0
Neutrals; -10, -10, 7, 8

5. Flatten Image
6. New Layer > Fill with #ffc3c3 > Set to Lighten 5%

7. New Layer > Fill with #151531 > Set to Exclusion 100%

8. New Layer > Fill with #84cfff > Color Burn 50%

9. Duplicate base > Drag to the top > Set to Soft Light 100%

10. Flatten Image
11. Duplicate base > Filter > Blur > Gaussian Blur:
Radius: 10.0 pixels
Set this layer to Screen 32%

Okay, so we're finished with the colouring! Now onto the cool stuffz!

Set the border to Screen 100%

13. Use this brush:

Set it to Screen 100% and put it underneath the Border layer.

14. Use this light texture:
